What time formats does the tool understand?

Does the timestamp link work on mobile and in the YouTube app?
Yes for mobile browsers and generally yes in the app: opening a youtu.be link with t= on a phone hands the video plus start time to the YouTube app. A rare exception is some in-app browsers (e.g. inside messengers) that strip URL parameters.
